Manufacturer Eligibility Requirements

Companies that ship goods into the United States and that can
demonstrate strong, consistent supply chain security practices. This program is trust-based CBP reviews each company individually and may determine a company is not eligible if issues of concern exist.

Important: CTPAT participation for Foreign Manufacturers is not open to everyone. Only companies in Mexico and Canada that export to the U.S. are eligible.

Companies generally need to meet the requirements below to be considered. Eligibility is only the first step; certification readiness requires documented procedures and evidence of implementation.

  • Be an active manufacturer/grower/producer incorporated in Mexico or Canada (and be able to provide proof of incorporation upon request).
  • Have an active Manufacturer Identification (MID) number for U.S.-bound shipments.
  • Designate a company officer responsible for cargo security and overall CTPAT oversight.
  • Commit to the CTPAT partner agreement and the ongoing obligations required for participation.
  • Agree to comply with the Minimum Security Criteria (MSC) for Foreign Manufacturers
