Importer Eligibility Requirements

Your company may qualify as an importer if it meets the requirements below. If any issues of concern exist,
CBP may determine a company is not eligible to participate.

  • Be an active U.S. Importer or Non-Resident Canadian Importer.
    “Active” generally means importing goods into the U.S. within the past 12 months.
  • Maintain an active Importer of Record (IOR) number.
    This may be established using an approved format such as an IRS-assigned ID (e.g., EIN) or a CBP-assigned Importer ID.
  • Maintain a valid continuous import bond and a staffed office.
    Your company should have a continuous import bond on file with CBP and a business office staffed in the United States or Canada.
  • Assign an accountable company officer for cargo security.
    Designate a primary cargo security officer responsible for CTPAT oversight and program maintenance.
  • Commit to the CTPAT Partner Agreement.
    A company officer must attest to participation requirements and ongoing responsibilities associated with the program.
  • Agree to comply with the CTPAT Minimum Security Criteria (MSC) for U.S. Importers
  • Resolve CBP financial debt issues before enrollment/renewal.
    Companies should not have unresolved CBP debts that have reached final disposition and remain unpaid at the time of initial entry or annual renewal.
